Sorry, I misunderstood. I somehow read it like your cousin was paying for the officiant. If your cousin is a professional who regularly officiates weddings, I would write a thank you note and still give a cash gift, probably $100 or so. If he's just getting ordained for your wedding, I would do a nice thank you note and a gift that involves his hobbies or interests. A gift card would be fine.

My FBIL will be officiating for us and we are getting them a gift card to their favorite restaurant! My fiancee mentioned getting a bottle of wine or something to go with it, but we’re trying to figure out what would be best since they will have to fly back home

We're treating our officiant as an honorary groomsmen as he's FHs best friend. We're gifting him the same AleHorn tankards as the groomsmen.
