Check places like Burlington or Dillards for holiday dresses. Also check Etsy (make sure to switch the search filter to US shops only).

Jjshouse and Dillard’s has nice ones too

We ordered ours on dilliards website! I have 2 flower girls one is 18 months and one is a child size 6 so it was hard to find a matching dress in both those sizes!

We got ours at JCPenney!

I got mine off of Etsy, super cute and handmade and affordable

We got ours at Macy's during a clearance sale

I actually found a dress for my 11 y/o on Amazon that fits nicely, is affordable, and the quality looks great. It's chiffon and is tasteful for her age. I'll link it if you're interested in looking:
