Google if there are any flower markets in your area, they are often cheapest. Then look into what flowers will for sure be in season at the time. Check with your local grocery store, Trader Joe's, fifty flowers, flower moxie, fabulous floral, Costco and Sam's club. I know they all have super cheap options. Consider extra small bridesmaid bouquets that you can drop in to small vases after. For vases go to the dollar store, they sell some of the same ones Michael's does for a quarter of the price.

If you want real flowers for those pricing, I found a site called bunchesdirect, but I personally have never used them. However, they have good reviews. If you want artificial ones Etsy has a lot of different options. Another option would be to buy bulk flowers and put them together youself.

I think you will be hard pressed to find a wedding florist for those prices. Options are to do artificial flowers or to buy the florals in bulk (Costco, farmer's markets, grocery stores) and put them together yourself.

Foam flowers off amazon have great reviews! And you can buy the bouquet handles and make the bouquets your self! Look on YouTube or Pinterest. Or buy real flowers at a wholesale price and make everything yourself.
