I honestly say no straps and leave off the jacket.

I personally like the straps better, but if you are in love with it without straps then you shouldn't add on that extra cost. It looks beautiful on you!!

Which is why I was thinking lace jacket but I don’t know if that’ll be right either. I don’t want to look conservative per say cause that’s not my vibe but I don’t know if I feel it needs something because I originally didn’t want strapless and my jewelry is simple

It seems to me that this is unnecessary.. Since there is a frill on top (I don't know how to call it correctly). It is better to complement the image with a pendant or necklace.

No straps! Simply because I just had my fitting with those off-the-shoulder straps and it looks cute but I definitely can’t raise my arms too high. Love your dress.
