Dress bust too big

Has anyone had the bust of their dress altered? Is it even possible? From measurements. The bust of my dress is about 3 inches too big. I don’t want to add “chicken cutlets” or push up cups - I want to make sure I look like myself. The rest of the dress fits perfectly, it’s just the bust that’s too big. (Sorry for the awful photo, I didn’t want to post me in my full dress but wanted to give an idea what I’m dealing with.)
