Edit to add: My question is actually about the rehearsal...not the dinner afterwards! Thanks everyone!!

Last year I was a date at two weddings where my fiance was in the wedding. One I skipped rehearsal day all together because I had work so I'm not sure I was invited to the rehearsal but definitely to dinner. The other was 5 hours away so I (and other dates) were at the rehearsal and dinner. I would make it an option. FH really wanted me to come to the rehearsal so I did but otherwise I may have passed. It was very nice to be invited either way.

OP it's fine to have them at the ceremony rehearsal if they would prefer to stick by their date / SO. We had the spouses of the MOH and best man and ours and they just sat quietly and watched. It wasn't a big deal.

Shera - yes, you pay for their dinner. You budget for them. Significant others of the wedding party should always be included at the rehearsal dinner.
