Timing issue with night before

I am getting married at a church and the earliest we can do the rehearsal the night before is at 5:30 since there is a wedding there that night. We planned the rehearsal dinner for 6:45, but now I'm struggling with the timing of our welcome drinks. We were originally planning on 9:00, but I am certain that the RD will be longer than 2 hours. Question is: do I push back the time for welcome drinks to 9:30 or keep them at 9:00? My issue with 9:30 is that it's quite late, and my issue with 9:00 is that it is unlikely FH and I will be there exactly at that time to welcome our guests to town. Opinions?

ETA: I should also add that these are going to be super casual. We don't have a private room or anything... basically just setting up a gathering spot for everyone.
