HELP! Gifts for people at wedding

So, I just saw a post about parent gifts and it made me realize I had some questions myself about gifts.

My dad, step-mom, sister and brother in-law, are paying for you HM,

My aunt and uncle are buying our mini cake and about 50 cupcakes for guests.

My FFIL is buying our photography ($460 for engagement and wedding)

My FMIL is helping us get our yard ready for the wedding (flowers and weeds) and she is watching our dogs while we're on our HM.

I'm REALLY stuck with what to get everyone. This is what I am thinking...

    My dad and step mom - a picture frame with a pic of my FH and I during engagement shoot and then once we get wedding pics I'll give him a wedding pic to replace it with. OR I can get a father-daughter wedding frame (to give the morning of the wedding) and just give him a photo to put in it after we get them.

    My issue here is that I want to get him a picture but that I don't want to wait to give it to him bcz I don't want him to think that I forgot to thank him with a gift. Also, I'm REALLY NOT close with my step mom. Like, my dad cheated on my mom with this woman for 10 years (when she was 25 and my he was 42). He eventually left my mom for her and now they've been married for like 15 years (he was married to my mom for 20). AND, it wasn't until my mom passed away that my brother or i would even speak to her. She is mean and would brag about "stealing" me dad. We just changed because we didn't want to continue to hurt our relationship with our dad because of her.... since my mom died suddenly.

    So, do I get her something too? Or do I just get her and my dad a generic picture frame with a picture?

    My aunt and uncle--I already got her a paper wrapped bracelet from Altar'd State, but just found out that she can't wear bracelets because she has lymphedema. I'm thinking to just say "screw it" use it as a mirror hanger in your car. If I do that, what do I get me uncle? We're not REALLY close but he is helping with the cake and cupcakes. Should i just get them a picture frame too?

    My FFIL- I'm thinking about just doing a frame as well. My FH and him have a weird relationship. They don't really talk about person things and we had to basically pull his teeth to help pay for photography, which is super cheap compared to what it SHOULD have cost us. FYI, he is also not paying for a rehearsal dinner for my family, even though they contributed nearly 3,000 to our budget.

    FMIL--She can't help us financially, but she is lending us a hand with so much. She helped me get the yard ready for spring, she is going to help me plant flowers before the wedding, and she is saving us about $400 on dog boarding while we're on our HM by watching both of our dogs for the week. Picture frame? Bracelet? OMG! I don't know!

    My sister and her husband- helped pay for our HM with my dad. I already got her a "sister" bangle bracelet from Kohl's but don't know what else to do for them...to include her husband who I LOVE.

    So there it is.... maybe you can give me ideas by telling me what you guys did for your people as gifts? I have a very low budget and can maybe spend about 40$ more for gifts before I am over budget.

    Is it poor etiquette to not give everyone gifts at the wedding and give some people gifts after the wedding....when we can get our pictures framed for them?Or shouldn't I do something else? If i do give some people their gifts at the wedding, I will do it in private so that the people who don't get one or don't get one that day won't feel offended.

    What do y'all think?
