What kind of theme can use for a November wedding (love rose gold but what else) and to add is November an off season wedding month?

Whether it's off season depends on your location. It's high season here (New Orleans) because it's nice weather. Our off season is summer, which is the opposite of up north.

I considered navy and rose gold.

You can definitely include Rose Gold in your color scheme! It looks absolutely beautiful with navy or burgundy with blush pink. If you wanted, you could even use all 4 colors!
