Cocktail hour

My wedding is taking place in NY state. As of right now one of the guidelines is that hors d'oeuvres must be individually wrapped for guests.
Did anyone else have or will you have a situation like this? What did you do? Any creative ideas are appreciated!!

We won't have caterers for cocktail hour. We are doing that part on our own.

Could you get those individually wrapped cheese/fruit/nut things, and put a cute wedding sticker on them over the packaging? I also like that previous idea of little boxes with appetizers- I would find that very cute, as a guest. You could stock up on individually wrapped bulk items at Costco, etc.
