Yep! Everyone who gets a seat should be listed on the seating chart.

I would definitely include them - they'll still need to know what table they're at. I would include everyone who is invited (regardless of age) on the seating chart.

Venue staff need a note on who needs a high chair, who a booster seat, and up to at least 8 months, a surface a mom or dad can securely put a baby carrier down on. Some decorative chairs are not safe, and they cannot be either on the table or on the floor.

Our venue doesn’t offer them and I see no point in renting 2 when the parents don’t care either way

Unless you want to do 2 seating charts, yes. There will be fewer adults at tables with 2 or more kids. And the first people to be seated at a table need to know where young children will be seated, to set their seat in the right place.

There are no children allowed at my wedding but I would say yes assign them a table so the staff knows where to deliver the children’s meals without having to search for the children
