If you attend church/sunogigue anything like that, that is usually the cheapest option. Other than that, I would ask brides you know in your area. Or possibly on Facebook. Is there a wedding page for your area on Facebook? That has been a huge source for me.

Check with your venue. maybe there is a place at your venue that can be included

If you cannot find a separate ceremony space, can you use your reception space and have it flipped? Definitely not ideal but it is an option that does not require additional transportation.

Looks like you have a year and a half to go so you have time. Do you want indoor or outdoor? Check with your local parks and recreation dept. to see if there are any areas you can have the ceremony. Nothing will be free, but there could be several low cost options. If your reception space does not have room for a ceremony, ask the reception venue where other couples have had their ceremony.

Our reception will be on the Captain JP Cruise ship in my area. They only offer a 3 hour window for festivities, so we were thinking of doing a separate ceremony space so that it doesn't take away from the reception time.

Go to Albany.com. There's a listing of ceremony spaces in Albany.

ETA: also try my wedding.com and search ceremony spaces.
