Budget frustration

Is anyone else having a hard time with their Budget? I cut out a lot of the fat for outs, and came up with what I thought was a perfectly reasonable $13.5k for a fall Pennsylvania wedding, with more than half of that money going to catering and booze. Now my fiance wants to me lower it even more! I can take out maybe another thou if I skip flowers, pocket squares for the gents, and pick up a second hand dress somewhere, but to really lower it I'd need to cut out a lot of important guests from our 120 person guest list (read: his grandma from Cali, my uncle from Montana, that sort of thing). I'm at a complete loss at this point. And no, eloping is not an option per our religion. Help!!
