She knew what dress to order and when it needed to be ordered by. If she's not able to handle that responsibility, she can sit as a guest. I wouldn't stress about it.

There's still options - she could try to find that same color and dress used. people sell their bridesmaid dresses all the time on places like poshmark, mercari, etc. and if she doesn't get it in time then yea she can just come as a guest

September 18 is plenty of time so I wouldn't worry about that. As for your fiance's sister, i would just tell her since she didn't get the dress then she can't be a bridesmaid.

I honestly wouldn't stress it. I agree that if she doesn't have the dress and there's no way she can get it anywhere else, especially on time, I would have her step down from the party. If she was having issues financially, she should have said something so you could figure something out. If she didn't get it out of laziness, then that's on her. That's something you shouldn't have to worry about.

Where are the dresses from? If it’s David’s bridal they always wildly overestimate how long they’ll take to arrive. But I would just make it known that if a person doesn’t have the dress on the wedding day they will be a guest and leave it at that.

David’s bridal ordering in store always over estimates for turnaround time. Order it online, rather tell her order it online, and I’m sure it will arrive in plenty of time
