The Jones Victorian Estate in Orange may be a good option for you. Their packages include everything except officiant, photographer, and alcohol. Last time I checked, they are within your budget. Both packages give you some wiggle room to cover the photographer, officiant, and alcohol. The second link has the pricing and package information, however, it may be out of date, so you’d have to contact them for the most accurate pricing.

Or throw out another option, I’d look into the French Estate in Orange. It’s not all inclusive, but a lot is included, including a trolley to take guests to and from the parking area, and they don’t require you to use any specific vendors, but if you check out their preferred vendors page, they’ve negotiated good deals for their brides for several different vendors to help cut costs.If you do the math and went with their special vendor deals, you’d be paying around $11,825 for:

Windmill Canyon at Hoy Ranch may have one of the best deals in the area. 150 guests is $15,000 and you get a rehearsal, 9 hours of venue time, taco catering package (upgrades available), day-of coordination, florals, DJ, custom 3-tiered cake, tables and chairs rental, bartender, on-site event manager.

Country Garden Caterers in Santa Ana has their own venue, and a really good price on catering, since they own the venue. Not all inclusive, but still a good deal.

If you’re interested, I have a spreadsheet of OC/LA venues with basic pricing on most of them. Most are not all-inclusive, but there’s some beautiful hidden gems on there that aren’t crazy expensive! We looked for all inclusive too that were budgeted friendly. We found ours with Wedgewood Weddings. They have various locations including San Diego. Ours is in LA Verne. CA.

We are going with Center for the arts in escondido. They have food and alcohol and even provide a wedding cake from a great bakery called cute cakes. We have to provide her own flowers photographer and DJ but we are able to do everything for 15,000 for 110 guests.

We had a local reception at Monte De Oro winery in Temecula and not only it is a gorgeous venue but so much cheaper than other Temecula venues (this was in 2017). They included chairs, tables, linens, etc. Dinner was very reasonable and so was the per-person cost for unlimited beer & wine. 🍷 🍇 ♥️
