Ever After Beach Weddings has lots of ceremony packages in your price range that include officiants, decor and some other extras. Pick a cheap one, add photography to it if it isn't included and figure how much it would cost to wither take your people out for a meal after or else serve cupcakes and punch at a non-meal time. Whatever you have left at the end of that can go to permits, dress, rings, etc.

Good luck! We're using a similar company out in Florida. They do beautiful ceremonies.

You may need to really look at prices. We are doing the same number of people and we have budgeted $5,000, half for food and drinks.
