Can you have two events, wedding and separate reception, and have RSVP’s based on the event. Example would be a smaller group of people that can RSVP to the wedding and then everyone else rsvp to the reception.

Yes! All you need to do is create two events in your guest list!! Add the invited guests to each event, and then when they RSVP online they'll each see the option to RSVP for the events *they are on the list for*.
So most guests will only be able to RSVP to the "wedding reception", but selected guests will be able to RSVP for "the wedding" and "the wedding reception" (or however you name your events)!
