Wedding cake heights

How tall is a average wedding cake. My baker told me it would be 18inch tall. I just think that is way to little. Am I right or crazy.

Any advice on cakes, we want the colors to be ivory and black but would like different flavors. There will be about 100 guests so would 3 tiers be too much? Has anyone done the cupcake idea?
