I Really want to have a destination wedding (most recently on a cruise ship) and thinking the best bet is to get the legal stuff done at home & have a symbolic wedding at sea. Has anyone done this & how much in advance did you get legally married...

I'm thinking of a rooftop location in Philadelphia or surrounding areas. Does anyone have any suggestions? Open to all price ranges but mostly low-middle range (if there are even locations possible) and up to 100 guests.
