Should they be offed at the bar since they have a drinking reference on them. Or put on a table with a sin 18 and over and a 2nd basket for 17 and under?

We have non kid friendly favors (language) My dilemma is do I put a sign saying 18 and older? 2nd thought or just make a 2nd favor for 17 and under I'm at a loss here. HELP!
