That is what I see. You both have to be there for the application process so they can properly verify your identities. Have you checked if it is okay to have a license from another state? Maybe only Nevada allows that.
I didn't find anything specific, but it seems they give you the license right after they check your identities and have the proper application. This may vary by state though.
