Name Change Driver's License

Have you googled or contacted the DMV in PA? I think I'd start there first.

In NC I found out that they no longer give you a permanent DL on the spot, they give you a photocopy and the original is mailed within two weeks.

I tried calling and they did not answer it just kept ringing. I looked online and just said go to your local DMV. I guess I'll go and see what happens.

Same in DC! They took my picture on the spot but they gave me a paper license to use as a placeholder until my new license was mailed to me!

In NJ they print the licenses right then and there for any new license, regardless of the reason (name change, expires, lost, brand new driver). Do you remember the other occasions you've gotten a license in PA? Did they print it there on the spot? If so, you'll probably get it the same day.
