With save the date invitations do i send them out now and then a final invitation closer to the wedding date ? Or is it only one invitation process?

Ok, im on a budget but my vision of my wedding is very classy and formal . I looked at a couple venues and some provide plates and this one i really like dont. Do anyone have any suggestions? If i purchase glass plates in bulk for at least 100 guest...
