Due to a small ceremony venue, we unfortunately cannot invite everyone from our guest list to the ceremony. Should I still send save the dates for reception only? If so, what kind of wording?

We absolutely HAVE to do a candy buffet......can't have a Halloween wedding without CANDY! But, should I do favors on top of that or is it ok to just provide candy as a favor? We will have treat bags out for our guests to help themselves to however...
