Is it at all possible to make a halter a strapless dress? I know they can make zip-back dresses corset backs, so I was curious if my halter could be made strapless?

To shorten a dress? I need my dress taken up by like 2-3 inches & the halter needs to be brought up by like 1inch. Any ideas?
