Invitations... When to mail?

So I've looked up on when to mail and it states 10-12 weeks prior. So my MOB asks me why I didn't mail them. Now I did NOT send STD so she thinks I should mail them now. Should I still wait til the 12 week mark.? Or should I send them now.?
