When people "Add a bustle" is this something that can be done up and taken down whenever. Or is it something you get done and that's how it stays forever?

My wedding is in October, the weather is hit and miss. I want a faux fur shrug in case I get cold, but I don't like the pricetag. I was wondering if anyone might know where I can find a tutorial or a pattern to make my own shrug. TIA!
