I am so thankful to Debbie and Fluttering Flowers for crafting gorgeous bouquets, boutonnières, and flower arrangements for our wedding. Debbie is such an artist; she captured perfectly everything I hoped for and more. I also appreciated her very reasonable prices compared to other florists in the Norfolk and Virginia Beach areas. After the wedding, I couldn’t part with my bouquet, so I decided to get it professionally pressed and framed. It will be a beautiful and meaningful piece of art for our house forever.

Debbie and Chief were beyond amazing to work with for our wedding in September 2023. Fluttering Flowers came highly recommended to us by multiple people who had worked with them in the past. When I began my wedding floral journey, I felt that florals were not the top of my priority and not something I wanted to break the bank on. Fluttering flowers was VERY reasonably priced for the outstanding florals and displays they provided. Chief even showed up on my wedding day in a tropical storm free of charge to set everything up, and before he left he made sure there was anything I wanted to change or add! Debbie was very flexible in incorporating dried florals and vases that I had purchased separately and they even delivered them to the venue for me. I would 100% recommend Fluttering Flowers to anyone and everyone looking for a stress-free and beautiful floral experience with a fantastic couple to work with!

We chose Fluttering Flowers for our wedding in July and I’m so glad we did! Debbie and her husband were wonderful to work with! While I love looking at flowers, I am not knowledgeable at all when it comes to flowers. They took my very vague description of what I was looking for and made an absolute masterpiece!! We hired Debbie for our October wedding and could not have made a better choice! She looked at all of my inspiration pictures and listened to my ideas, coming up with a great layout for our day. Even when we ended up having to change our table arrangement due to guest count, she made it so easy to come up with a new plan. All of the arrangements were beautiful and my bouquet was exactly what I wanted. I left out a few decorations I had picked up on my own, and she worked them into the table designs perfectly. Fluttering Flowers was wonderful to work with and I highly recommend Debbie for any event!

Debbie made the entire process so easy. I was beyond grateful with the exceptional full service she provided. She had a wide variety of tabletop decor to choose from that I was able to use. The bridal bouquet was absolutely perfect and extremely beautiful. It was exactly what I wanted! Fluttering Flowers was absolutely amazing to work with during our wedding planning process and made our wedding day more beautiful than we could ever have hoped. Fluttering Flowers was wonderful to work with and I highly recommend them. Debbie is so sweet and helped me create my perfect bouquet. I don't know anything at all about flowers but through meetings with her we were able to come up with the exact bouquet I was imagining in my head. Fluttering Flowers also has a whole storage room filled to the brim with various wedding decorations that clients can use, so I did not have to buy any of my own decorations. They have everything from table center pieces to vases and lanterns to wedding alters. Debbie is also great about helping you save money any way you can and offers many suggestions to cut costs, like reusing all the bouquets as table centerpieces, or swapping out certain flowers for less expensive versions. I am so glad I chose Fluttering Flowers and I would recommend them to anyone.

Most Gorgeous Flowers EVER
I met Debbie @ Fluttering Flowers at a bridal show, and I instantly loved her delicate, tasteful and intricate display of flowers, lanterns, and accents. I chatted with her with a few minutes and was impressed by her class, her demeanor, and I liked her personality. I knew I wanted to work with her for our wedding.
Fast forward a year later, on the coldest night of 2019 so far, Debbie's work lit up the Chrysler Museum like a page out of a magical storybook. It took a couple of emails, one meeting and some pictures for her to give us the most incredible bouquets that I have ever laid eyes on. Our flower arrangements were breathtaking, our table was so green and lush and beautifully adorned with flowers. Everything from the few flowers on our cake to the little flower girl crowns was precious, and perfectly pieced together. I could never thank you enough, Debbie, for transforming the coldest night of the year into the most beautiful, colorful, and gorgeous wedding and reception at Hubler Hall.
I would recommend and hire Debbie again and again, she is truly a very talented artist, who is patient, receptive, and passionate about her work. Our wedding day was full of beautiful blooms, it felt warm, and cozy, and lush and green, despite the cold temperatures outside.

From the moment that I met Debbie I fell in love and would not consider anyone else (she was the first and only person that I consulted with about my flowers). Through so many changes and indecision; Debbie still NAILED my flowers for the church and the reception. I only saw the pew markers in pictures because they were so beautiful that my guests took them as they left the church. They also fought over the reception arrangements. There were so many elements and small details that Debbie picked up from our conversations and managed to incorporate in our decor. I look at my pictures and still cannot believe that this was our flowers for our wedding. I have to have an arrangement made for my 1 year anniversary!!

She provided all of our center pieces, bouquettes, boutineers and wrist corsages for the Mom's of the bride and groom, they were all so beautiful, she is very talented. She was also able to supply the bamboo archway with sheer and florals for our beach ceremony. I had a few last minute add on's and she was able to accommodate everything we asked for. She also delivered and set up everything for our wedding. I would highly recommend :)

I am so happy I chose Fluttering Flowers for my wedding; Debbie did an over-the-top amazing job at everything!! I met up with her to explain what I envisioned and she made it all happen! All the flowers were beautiful! My wedding was beach themed and she made all the colors, types of flowers, and everything else coordinate. She even put starfish in my and the bridesmaids bouquets. She made me feel comfortable with my choice to use fresh flowers at my reception and took away all of the stress because her and her husband come and do all the setting up and breaking down. Where do I even begin?
I considered myself an extremely picky bride after working in the wedding industry for the past 4 years as a coordinator. I recommend Debbie and her team to any bride that doesn't already have a florist! It's really hard to not get caught up in wanting your wedding to look exactly like photos you have pinned on Pinterest...but Debbie was so patient with me as I sent her inspiration photos day and night!!! We did a mock up a few weeks before my wedding and I was able to pick out the things I didn't like and also let her know the things I loved.
The week of my wedding approached....and so did Hurricane Matthew...so my 1 year of planning went down the drain and I ended up having to re-plan my entire wedding...in 4 days. New city, new venue, new caterer, everything! Debbie and her team were just about the only thing that went absolutely RIGHT on my wedding day! She made my new venue STUNNING and I am still in awe of what she pulled off (in her house with no power..by candlelight) (yes, she made my flowers in the dark) ....IT WAS GORGEOUS! I have had so many people tell me how beautiful everything was and Fluttering Flowers did an excellent job making my dreams come true! Debbie even worked with my mom 2 days before the wedding on what to do since I have tons of candles planned and this venue didn't allow open flame candles. (it had to be in a votive or glass covering) - so Debbie and her team spent the night before my wedding not only making all of my centerpieces, bouquets etc...but also putting hundreds of batteries into these battery operated candle sticks. Whew! Still in shock and am anxiously awaiting my photos from my photographer so I can share with Debbie and her team...and the world! LOVE THEM!

The flowers were the main thing that had me nervous for the wedding as it is hard to envision exactly what they will look like, but the day of my wedding my flowers were everything and more than I expected! I actually let out a pleasant squeal when I saw them! Debbie was so easy to work with and knew exactly what I wanted with only a few photos and some brief explanation. She handled our ceremony flowers as well as our centerpieces for our reception, including all vases and candles as well, which cut down on a lot of unnecessary DIY projects! She even attached my late grandfather's bowtie to my flowers which was an extremely personal touch that was very important to my family. Overall, she was a very responsive and efficient vendor to work with and I would recommend her to anyone looking for the perfect florist.

My sister had used Debbie for her wedding two years ago. So when looking for a recommendation for a florist I looked no further. Debbie was fantastic. Debbie was wonderful throughout the entire process. I was late in finding a vendor and she accepted the job, even for a Sunday wedding. I never once stepped foot in her shop, as I live out of town. I sent her pics of what I like and described what my expectations were. She did an excellent job choosing flowers and creating the bouquets. Her husband did the primary set up for the ceremony arch and centerpieces and did an amazing job! I had limited set up time before the ceremony and he went above and beyond and assisted with more than just flowers! He helped with arranging the centerpieces (position of bottles and seashells). He was very creative and has a good eye for beauty! I recommend them to anyone looking to have a Virginia Beach wedding !! All of this was done during the weekend of Hurricane Hermine!

We met in person to share some ideas and so she could get a vibe of what my husband and I were looking for in terms of flowers, centerpieces, etc. I built a Pinterest board for her and she took it from there. She used beautiful bold colors and they were a perfect accent against the navy blue we used as one of our primary wedding colors. She also thread our nautical them throughout by providing us with gorgeous lanterns for the tables and all of the tables were slightly different. I contacted 3 other florists before meeting Debbie of Fluttering Flowers. She was the first one to make me feel comfortable, and the first to make me feel like I wasn't a moron for knowing nothing about flowers. I had also been brushed off by previous florists after asking them to make changes to my order in efforts to cut costs. My first conversation with Debbie Pence, the owner of Fluttering Flowers, was so exciting. I had no idea what I wanted or how many questions she was going to ask. From the beginning when I sat down to talk with Debbie about our wedding, I felt confident that she would be able to deliver beautiful floral arrangements, boutonnieres, and bouquets. I told Debbie from the start that I was open to any creative liberties that she wanted to take… the only thing that I wanted were succulents featured in the floral designs. She told me that she grows succulents herself and that she could definitely design whatever I had in mind. She did an amazing job and she knows her stuff! If you are looking for an affordable, flexible, professional, top quality wedding florist, look no further. She worked with my wedding planner, Holly, from Just Dandy Events to coordinate designs for our terrariums and West Elm vases that we used for our table designs. Everything turned out perfectly. On the day of the wedding, her team set up everything beautifully and the design was so romantic—beyond what we had imagined. We were very pleased! Her designs made the ceremony and reception really come together. I highly recommend Debbie with Fluttering Flowers!

Debbie was great to work with! I found Debbie with only about 2 months until my wedding and from the first time I contacted her, she was nothing but friendly and accommodating and very professional. I had a picture of what I wanted and not only did she recreate something similar, she went above and beyond anything I ever expected. All I told her was what flowers I wanted and she was able to get them all and make a very beautiful bouquet. With only a few ideas of what I wanted, she came through with more than I could expect! She created the most beautiful head table centerpiece to match my bouquet. She worked with my many flower changes without a hesitation. I have a picture that my photographer took of my bouquet hanging in our house and to this day I can't stop staring at it! She does a wonderful job and I couldn't have found a better person to work with for my wedding flowers. She went above and beyond my expectations and I highly recommend Debbie for your wedding flowers!

Debbie and her husband, Chief, were so wonderful to work with. They were so personable and I loved that they treated us like people versus just another contract. They met with us a few times prior to the wedding to discuss our vision and get to know our personalities. The day of the wedding they were prompt and accommodated an earlier than planned delivery of our bouquets. My bouquet turned out gorgeous! They did a phenomenal job and were considerably lower priced (they work out of their home) than other companies that I got quotes from.

The Fluttering Flowers team did a phenomenal job on my recent wedding. I provided them with ideas and the vision, look and feel I was going for and they surpassed my expectations. I did a lot of DIY for our wedding and she was great to work with combining our ideas. I made the center pieces and she arranged with and stuffed them full of beautiful flowers! Debbie did an amazing job on the flowers for my wedding! She was very friendly and helpful. I had no idea at first what types of flowers I wanted and she helped me create a vision for my wedding day. She set up the flowers at the ceremony site, took them down afterwards, and set up the reception location. Everything looked amazing! She made my wedding so much better because of the flowers that she used. My mom collected the flowers that were left and they were still going strong after a week! Debbie was wonderful! I had a vision and with just a few pictures she created exactly what I wanted. My vision was that the tables for the reception would look as if you were coming to Thanksgiving dinner at our home. I wanted a warm and cozy look. I provided pumpkins and bottles I had painted myself, Debbie provided candles and numerous other items that made my tables EXACTLY what I wanted. She transformed a living room of a large event home into a cozy family environment for my reception. Debbie met with me twice in preparation of the wedding, as we went through a major shift from our original plan for the reception to what we would eventually do. I appreciated how accommodating she was to my ever changing mind! Debbie also produced bouquets for me and the bridesmaid that had a very "natural" feel to them. I did not want too much structure, not rounded at all and Debbie, again, gave me exactly the look I was going for. She really listened to me and made it everything I hoped for.

Debbie is an absolutely wonderful florist! She is a one-woman team, and while she took my inspiration shots, she told me none of the work she does is duplicative, so I wasn't sure what it was going to look like on the day - but call it a very pleasant surprise, because we loved it all! Especially the sweetheart table decoration - Debbie really went out of her way to make that exceptionally beautiful. Her price-point was much more reasonable than her competitors, and I'm SO pleased with how the flowers photographed. So very glad I hired Fluttering Flowers!

We had a unique dinosaur themed wedding and Debbie did an amazing job at incorporating it into our flowers through greenery, succulents, and little dinosaur pins throughout all of the flowers! I really wanted a hexagon arch and she had one available to rent. She brought it to the venue, set it up, and took it down so we did not even have to think about it on the day of--which was amazing! She also made a beautiful flower spray (with dinosaurs) for the arch!

My coordinator directed me to Debbie who was a great value and sweet woman to work with! When deciding between two final florists, I went with Debbie because she made me feel the most comfortable and she was much more responsive than the other florist (who was top ranked on most of the wedding sites).
My husband wanted a lot of input in the wedding planning process so we were excited when we finally agreed on colors. We were inspired by a blue/purple hydrangea which I wanted to try to incorporate into the flowers. When I saw the sample centerpieces, they were just as I described in our initial consultation and yet, I thought one of them didn't work. It seemed too literal of an interpretation of my request. However, Debbie was great trying to work with me via emails and a call to come up with an alternative that I liked (I was planning from afar). In the end, I wish it had been a little more full, but that wasn't Debbie's fault. I would have known it if come to my final arrangement sooner. She was very receptive to trying to create exactly what I asked for.
My bouquet was exactly what I had described. It was beautiful and flowing. Unfortunately, parts of it fell off as I walked up and down the aisle. The bridesmaids' bouquets were a little awkward. However, the altar she made was absolutely stunning! The dangling orchids and greenery set the stage! She was also able to help with a last minute request to add hanging glass balls where guests could place well wishes and blessings for us to be married under.
If you know exactly what you want, Debbie is perfect for you. If you have an idea of what you want but have trouble articulating it, Debbie may not be your best fit. However, she is wonderful to work with and will work tirelessly to make you happy.

She also did not charge me extra to use an alter piece (driftwood) that she had created for another wedding. She also stayed after the wedding to help the wedding planner walk around with us while we took pictures. My wedding was on Mothers Day and quite a few florists were not able to do my flowers. Debra was more than happy to do my flowers and was quite responsive. I had a detailed list of exactly what I was looking for and she delivered. She never said that she was not able to get me the flowers I wanted. She even used the vases I already bought for some of the arrangements. Debra does not have an official contact but provides documentation of payment, this might make some uneasy but everything on this end went smoothly and I thought her prices were fair. I loved my bouquet and the arrangements, I got plenty of compliments on my bouquet. I would hire her again!

Only thing to note is that I requested a shoulder corsage for my mother and for the mother of the groom and she brought wrist corsages. Communication could’ve been a little better!

I gave them a few ideas but asked that they surprise us with the finished look. They were breath taking and the colors popped just right.
